I Ching Hexagram 9 : 小畜 Hsiao Ch'u / The Taming Power of the Small
The clouds gather with a gentle wind, yet no rain falls is the Image. This hexagram symbolizes the power of the subtle and elusive force that restrains and hinders progress. This is a time for subtle and gentle approaches as small forces accumulate and wield greater power. Persuasion should be smooth and friendly, and sweeping actions are not appropriate. Instead, focus on attending to small matters which can ultimately lead to greater success. Above all, gentleness is the key to success at this time.
The Judgment
During King Wên's stay at the court of the tyrant Chou Hsin in China, the situation was not yet ripe for large-scale action. King Wên could only use friendly persuasion to keep the tyrant in check, like clouds promising rain but not yet delivering. Although there were obstacles, the situation was not unfavorable, and success was possible with preparatory measures. Only through gentle persuasion could they exert any influence, as sweeping measures were not yet appropriate. However, they could act as a restraining and subduing influence to a limited extent. To achieve their purpose, they needed firm determination and adaptability in external relations.
The Image
The clouds in the sky may be brought together by the wind, but as it is merely air without a physical form, it lacks the ability to create significant or enduring impacts. Similarly, during periods when an individual is unable to make a substantial impact on the external world, they can only focus on refining their inner nature through small actions.
